According to Eidos Montreal, the Guardians of the Galaxy game will have its own universe. Unfortunately, that means it will not share the universe with Marvel’s Spider-Man or Marvel’s Avengers.

The same publisher developed Marvel's Avengers and Marvel's Guardians of the Galaxy, so this is a missed opportunity. On the other hand, Eidos Montreal seems to be making a game all its own, with no plans to make it similar to Marvel's Avengers.
A tweet from Marvel's Guardians of the Galaxy Twitter account to VaintLord revealed that the game would be set in its own universe. The tweet was to answer the question and put an end to the speculation.

However, there is a small mention of the Avengers in Chapter 7 of the game.
